The investigation established that the official of the National Guard since March 2022 led the Russian military in temporarily occupied Kherson.
In the captured building of the local temporary detention center, he, together with other military personnel of the leadership of the power structures of the Russian Federation, organized one of the dungeons. There they used severe torture on the local population.
He gave orders to his subordinates to illegally detain people, use violence against Ukrainian citizens, break into their premises and seize property.
Currently, more than two hundred people have been identified who were kept in this building and subjected to various forms of torture every day.
